The tailgate clearance will depend on how far above the top of the plate the pintle would extend. With the B and W model, part # BWPMHD14004, the distance from the bottom of the shank to the top of the plate would be right at 11-1/4 inches.   If the nose of your trailer is nose down when hooked up to your vehicle it will cause additional tongue weight on the hitch which could in theory lower your fuel economy, but I do not have an exact figure. As long as the extra tongue weight on the hitch is not exceeding the capacities of your vehicle or hitch it is not unsafe, but is also not ideal.   Given the low weight of the trailer you might be able to use an extension such as # HE06 since none of the pintle mounts will come out far enough to clear the spare tire on your Jeep Liberty.
